CLEARANCE-The Horse People, by Phil Jones. 322pp. The student of demographics can throw away any preconceived notions he’s ever held about societal worth, because the racetrackers’ values are deeper, more obscure, barely recognized, and with only the Horse as a common denominator that tramples across class lines. In a world without horses this same population would be fighter pilots and bet on cockroach races. It’s a bit of a stretch, but the anaolgy has some merit. As well, in a crisper society bent on structure and government, plausible order and restraint, horse people are virtually ungovernable.
